You can lock a data repository to prevent other users from deleting or modifying it (for example, by importing data into it). Since document repositories cannot be altered in CTP, this does not apply to them.
Any authenticated user can lock a repository that is currently unlocked, modify a repository that they locked, and unlock a repository that they locked.
